It is a dumb thing to do since it reduces gas mileage and if anything falls out of the back and causes any damage, you're liable. They actually did an episode of Mythbusters on this.

I'd like to add a Thing I Just Don't Understand:

People who allow their dogs to wander loose in the back of a pickup. Every time I see the poor things getting wind in their eyes I think of glaucoma. That would apply to dogs allowed to hang their heads out of windows of moving vehicles too.
